Not enough voltage to turn fans?

I noticed over the weekend that the fans on my cooler were not spinning. After messing around with it, I noticed that if I disconnect one fan so only 1 is connected, it will spin if I give it a push with my finger. This also happened with a different cooler, so it seems to not be my cooler.

The motherboard is an AOpen AX6BC Pro II Millenium, and my PS is a 250W Enlight that came with my case. The fans are GlobalWin. The only new hardware I added recently is a Visiontek Xtasy GeForce 2 MX400.

My first thought was that my PS is inadequate, or else something has happened to my MB. FWIW, all the voltage readings look fine in my monitoring program.

Any ideas??
 
That definitely sounds like your PSU is not supplying enough power. Geforces do require quite a bit of power. Remove the Geforce and put your old video back in if you still have it. If the fans start spinning, then the addition of the Geforce is too much for the PSU. If you can also try borrowing a 300W PSU from someone to test. The voltage readings only tell you if the PSU is functioning not if the PSU is supplying enough power.
