Not Enough Power or 4 sticks = no oc...

I'm just build my new system(upgrade from a P4 2.6c@3.1), it consists of the following:
CPU - A64 3200 939 Winchester
Mobo - Asus A8V Deluxe Rev. 2.0
Mem - 4x256 OCZ DDR533 Performance (3-4-4-8)
Vid - GF 6800 GT
Sound - Audigy 2 ZS
HD - 1 Seagate 120 GB SATA
Other - 2 optical drives, 1 floppy, 2 cold cathodes, 4 case fans
PS - Antec True 380
I'm running the cpu at 10x250 with 1.525 vcore, ram at 2.8v. Temps don't go over 59c, stock cooler, good ariflow though. Mem divider is set to Auto, i'm confused about the divider labelings in my board, 1:1(DDR200), 2:1(DDR400), wouldn't DDR400 be 1:1? Must be mislabeled or i'm not understanding something.
Anyhow my problem is stability and powering up. Some times when i turn on the system it just sits there, all the lights come on, fans turn on, optical drives turn on but no display, vid is on cause the fan is running. Then i hold the power button to turn it off, and when i press it again to turn it back on it works fine. Also Prime 95 only runs about 7~8 hours before failing the test, this decreases to about 3 hours when my video card is oced. To me it seems like a power supply problem, i was looking into the OCZ PowerStream 520 as it has had good reviews.
I also have a question about running all 4 dimms populated, the OCZ web site states the following: "Tips
DDR400 Populate Dimm Slot 1 and 3 for best performance (2x512 or 2x1024). Use only our recommended, certified memory products with the VIA K8T800 Pro
Due to limitations with the VIA K8T800 Pro Chipset and the integrated memory controller, DDR400 memory can only populate slots 1 and 3 or 2 and 4.
Maximum FSB is between 250 MHz and 260 MHz.
If DDR400 is selected on the memclock to CPU, the maximum density is 2GB (2x1024). If all four dimm slots are populated, RAM will run at PC3200 max due to the integrated memory controller of the A64."
Does that mean that I cannot OC with all 4 dimms populated? Is that why i'm haveing problems? It seems more like a power supply problem to me, especially the instability. Thanks.
 
When you turn on your computer and you get no image, does it sound like its going through the process of booting windows, as in the HD is accesed etc? If it does then i'd have to guess that its your video card thats at fault, not the power supply. Even if it doesn't, i'd be suprised if it was the power supply's fault. Yours should be able to handle your system, and if it couldn't it would shut the system down, not cause it to show no video.

The athlon 64's built in memory controller, like every other memory controller, has to run slower when its dealing with 4 dimms then when its only dealing with 2. In the case of your motherboard, this seems to means that it locks the ram at ddr400 (pc3200) speeds.
