Not enough memory to run program

I have an EXE file that is 699 MB. When I try to run it, a command prompt style box pops up and goes away. I manually go into the command prompt and run the file, and it says "Program too big to fit in memory"

I have 512 total, windows reports 280 currently free. I tried running it with all programs closed. Page file set to 1 GB.

Anyone know how I might get this to run besides buying another 512 physical memory?
