Not allowing me into Add/Remove Programs

I am using windows 2000 server at work, and it is not allowing me into the add/remove programs and the "Configure your server" under the administration tools. I am the administrator and have full access. I go to double click and nothing happens. Thanks

And that means what?

You are a domain admin and you have verified the GPOs affecting this server and the OUs it's contained within?

If all you have is administrative privilages to that machine it doesnt mean jack.
 
I am kind of new to Windows 2000, sorry for all the trouble. I am workin for a friend of the families as an internship for school, and just getting the hang of all the networking stuff. I am the administrator for the domain. The server is the computer that is not letting me in. I double click, the control panel window flashes very quickly, and does nothing after that.
