wasnt looking to spend too much and may go for a used 970/980 card
I actually have no issue playing gta5 at good frames for me, right now with the 660 but was looking to get a little bump in performance. I play 1080p.
these 2 cards still decent cards?

LETS TALK ONLY ABOUT THESE 2 CARDS IM CONSIDERING.

What's the cost of a used 970/980 where you are at? I'd also avoid a 970 w/ it's 3.5+0.5 vram setup in 2019.

Most games are built around an idea of 4gb being standard today. A game tries treating a 970 like an actual 4gb card and the performance tanks. That's the condensed version. I wouldn't touch a 970. A 980 is a decent option depending on price at 1080p and a solid jump from a 660. Performance wise a 980 is equivalent to nvidia 1060's and AMD 570/580's.

In short I'd skip the 970, find a 980 from a seller you feel comfortable with and then compare to the cost of a new equivalent performance card to get an understanding of what you should be paying.

Yeah, the 970 had some weird quirks. I'd go for the 980, or an equivalent modern card depending on used 980 prices.

Having had a 970, i can say for GTA V that settings for 1080p didn't really even saturate the card. For GTA V and something like BF4 it would be a good upgrade. If you play anything newer i would be with the others recommending nothing nothing short of a 4gb 980.

Why are you not willing to consider more modern cards if they are price/performance competitive? Personally, unless I know the seller, I would be reluctant to buy a used video card. I would agree with the other posters that of those 2 cards, I would go for the 980, but it seems like a very limited discussion if one does not consider other newer options. They would use less power for the same performance, have more modern video codecs and keep receiving driver updates for a lot longer. After all, the 970/980 is 2 generations old now.
