Iraq is not nearly as formidable as Russia, China, and NK. I don't see how the two are comparable. Also continuity is essential when fighting wars, and a first term President when fighting three modern day equivalents of what the Germans were in WW2, is asking for defeat and enemy occupation of America.
Or maybe it was Russia really wanting sugar from Cuba, and while they were there Russia goes "oh yea, we still have military stuff there from the soviet days. Lets pick that back up while we are at it."
