North Carolina, responding to tens of thousands of layoffs in traditional low-skill industries, is spending millions on grants and tax incentives to lure new business to the state, but some economists and analysts question the strategy.

They say the incentives play too little a role in attracting new corporations to make the expense worthwhile. Small business owners say offering cash and tax credits to attract large companies is unfair, both to companies already there, and to those with small and medium-size work forces.

Among state programs, North Carolina's Job Development Investment Grant program has awarded benefits totaling about $27 million since May 2003 to GE Nuclear Energy, a GE Power Systems business (NYSE:GE - news); General Dynamics (NYSE:GD - news) Armament and Technical Products Inc.; R.H. Donnelley Corp. (NYSE:RHD - news); Goodrich Corp. (NYSE:GR - news); Israel's A.F.G. Wipes and Infineon Technologies North America Corp

Cities and counties also offer development grants, often in the form of reduced property taxes for one to five years.

North Carolina has suffered sweeping layoffs amid nationwide economic weakness, with the manufacturing and technology sectors losing more than 22,000 jobs. The unemployment rate climbed from 3.6 percent in 2000 to 6.8 percent in June 2003.

Fast Food Nation detailed one company (ConAgra I think) that was offered millions upon millions in tax breaks when they merely threatened to relocate their headquarters to another state. once the tax breaks expired, they relocated to another state.

There is an article in one of the major mags this month using the NC research triangle area as a "model" for the creation of "great jobs" (doctors, lawyers, investment bankers, computers, etc).

The article (sorry don't know which magazine) infers that NC is leading the way in sought after job growth.

3 major Universities all within 20 miles of one another, One of the leading places for Bio-IT research, EPA and IBM are big here, Nortel and MCI were as well(Someone will just buy out their equipment and start over)

RTP and Charlotte have almost nothing in common with the eastern and western parts of North Carolina. Maybe you should talk about the Global TransPark or the textile industry? Naturally, I can tolerate living in Chapel Hill but most of the people flocking to Cary or N. Raleigh would rather be scourged than live in Bertie or Person County.

PS . . . DarPharma is looking for some mad cheddar . . . so feel free to drop by if you've got a couple of million buring your pockets.

The AT Experts paint a completely picture of how North Carolina is doing compared to articles about all the lost jobs and even John Edwards stomping here talking about all the lost jobs in his backyard just up I-85 from us here.

The AT experts must be right, all those people in North Carolina out of work, it's all in their head because that's not happening.

Look at all those Companies hiring in that lst, surely there's no unemployment in North Catrolina now.

I live in Chapel Hill, and most of the jobs here usually are involved somewhat with the universities, but most business is being held in RTP, which is booming, even with the job losses. Its both a nice place to live, mild all year long, and actually the income level is pretty nice. You can also choose to live in a few different sections of RTP, with Cary = Yuppies, Chapel Hill = Hippies, Raleigh = Neutral, and Durham = Ghetto. Its an interesting place to live.

There were major rumors that Cisco systems wanted to move to Raleigh-Durham. It was a threat because I think San Jose wasn't cooperating somehow. Anyway, this was way back during the start of the Internet boom.

As a resident of NC, I can tell you the economy is doing quite well here. Actually, I work in commercial HVAC (Air Conditioning) with a good friend of mine and new office construction has been up for over a year. If you want to know how an economy is doing, ask your electrician or plumber or AC guy or the like. When the economy is down, people fix/upgrade. When the economy is up, people replace and there is a ton of new commercial construction. New construction has been strong here for over a year -- which is why I laughed when CNN and other news programs preached doom and gloom on the economy. Ain't no news like bad news, and a good economy isn't bad news.

I just finished a 4-year degree in computer science, and after my jury duty is up (hopefully tomorrow), I plan on finding a job easily in Raleigh-Durham.

(BTW, I really think John Edwards will be president one day)

We are just beginning to pick back up, blue collar jobs were the ones that were affected primarily by the last recesion

Pure garbage . . .

As I said before, anyone that equates the state of North Carolina with the RTP is way off base. North Carolina is a diverse state. Some areas are relatively flush with cash/development, while others (particularly textile/agriculture dependent) have been mired in a funk for years.

The Eastern part of our state has been a drag for two decades now. In the old days you could make mad cheddar producing leaf for cancer stix. These days tobacco production has been outsourced to Brazil so only corporate farms have a chance . . . granted the quota holders are still waiting for a government sponsored payoff.

One of the few methods left to cash in . . . in Eastern NC is to raise enough pigs, chickens, or turkeys . . . to produce a fecal matter haze that covers three counties.

In the Foothills and Western NC, textiles/manufacturing have been circling the drain for years.

Charlotte is arguably the nation's second most important financial center while the Triangle (Raleigh-Durham-Chapel Hill) hosts a brain/resource trust with few peers.

Admittedly, most of the people I know had a good year (except the Old Man's contracting company . . . but he was ready to retire anyway). But aside from my regular visits to schoolchildren most of my cohorts sport a MD, JD, or PhD. Ain't nothin' but love for me and my peoples . . . that is until Bush bankrupts the country and research cheddar dries up.
