Is it normal to have 1 or 2 cores hotter than the others?

For example in handbrake all are at 100% and core 2 and 3 are at 64c while 1 and 4 are at 57c. I have removed and readded artic silver with a rice grain method. Cooler is a hyper 212. CPU is a 1230v2. Not an urgent issue just something I noticed

While I'm not sure which generation an 1235v2 is, I will tell you that some of these multi-core CPUs have the cores laid out in a row, and therefore, Cores 1 and 4, will natually be cooler than the middle cores, 2 and 3, while under load.
I wouldn't worry much about it, those temps are fine.

Yes, that is a normal spread. Like Larry pointed out, the cores in the middle of the layout will be hotter. With the hottest one being 64c at %100 load, you have nothing to worry about.
