My roommate just build a comp and it keeps restarting on him during windows install. His current temps when he turns his system on are 60c and when he leaves it on for about 15 minutes it jumps up to mid 70c. That seems pretty hot too me, but i haven't messed around with computers in a while so i dunno if thats normal nowadays.
 
That's a bit high for a Core2Duo. Check if the heatsink is mounted correctly. Check the fan, case airflow.

ya, the fan and case airflow are fine, but I just asked him if he used thermal paste and he said there was already some on the heatsink from when it was installed before. I told him to go buy some thermal paste from the geek store and ill reinstall his H/S for him.

What kind of temps are normal for this processor?
 
Well of course it depends on room temp, but the computer I built from my brother tends to idle around 30ºC I think.
