Normal Speedstep and Celeron M

The processor runs at 1.3 regardless of power source. I have tinkered with all the power options and downloaded the quickset program from dell to no avail. Any suggestions?

I had thought that Intel had regular Speedstep (versus Enhanced in the P-M's), but you're absolutely right. There are no clock-reduction features on the Celly-M 🙁
 
It has regular speed step and should operate at either full speed or at a 1 reduced speed (600mhz) I think.
