I got my PC custom built by NCIX with Vista x64, and I got the OEM version of Vista. Can I still reformat my PC with an OEM?

Yes you can format and reinstall. All legitimate as long as it stays with the same motherboard it was originally installed with.

uh...Yes, you can reformat the drive and re-install without any issues (assuming NCIX gave you a legal copy of Vista)

Yes. Once in a while I've had Microsoft's activation refuse to accept the key (generally after multiple reformats), but a 5-10 minute automated phone call takes care of it for you. It's pretty painless.

IIRC, as long as you keep the same OEM key with the same hardware, you're legal. It shouldn't matter if you only upgrade 1-2 pieces, too.
 
Just make sure that you have a Bootable clean Vista DVD not something that will load all the original Vendor Cr**p again (Brrrr... Norton trial D: - :twisted🙂.
 
On the box of Vista it says. " Windows Vista Home Prem SP1 64-bit English 3pk DSP 3 OEI DVD " . And as for parts I plan on upgrading my video card and that is it.
