noob question: how to adjust pictures size in poster on PhotoshopCS5?

Hey all, im a hardware guy, overclocking, fixing, dissecting the innards of my comp is no problem; but im having the hardest time doing something as simple as adjusting the picture size in an advertising poster using PhotoshopCS5!:(

i'm perplexed, my friend added the pictures & did the poster up for me but he flew off for a business trip. I can edit the text no problem, but need to add some pictures to it and shrink them a little, can someone please walk me through something that simple? When i insert the picture in the poster it uses its original size, i need to shrink it to fit in the center left side of the poster. How can i shrink the picture and fit it where i want on the poster? I know its such a noob question, but its my first time using photoshop and its harder than i thought cause there are SO many options.:(

also, how can i add a gold frame to the picture once its resized? i've googled this stuff but it seems to basic to even be given consideration.:p

Let's see:

To resize your picture, first you need to have it selected, then you can either click control + T, or at the top bar go to Edit > Free Transform.

Now you'll see a frame around the picture with an empty box at every corner and side. Clicking and dragging those boxes will let you resize the image. Hold shift down, and click the corner box and drag it. Holding shift is important to maintain the correct proportions of the original image.

Not sure I understand your second question correctly. You want a gold frame just for that picture? A simple way to do it would be to open up the layers window (at the top click on Window > Layers), right click on the layer of the picture, go to Blending Options, and at the very bottom tick the Stroke box. Then change the color, thickness, etc of the stroke on the right.
