Noob needs some help setting up Apache

OK, I erased the original post because I solved that problem. I was getting an OS 10048 error but changing Listen 80 to 8080 fixed it.

Here's my new problem: my roommate can see my test index.html I created when he enters my IP but my friend who is not on my campus can't. If Georgetown has a firewall, is it the case that I simply can't use my PC in my dorm as a server? Thanks...

Maybe I can set up my old desktop to run a server at home and VNC to it from college...
