I have a Adaptec 2940UW scsi card with a hp rebadged plextor 40x cd rom and a plextor 12x cd burner. I tried messing with all the options in the scsi select to have it boot off the scsi cd rom. I changed my settings in the bios for cd rom first and then i tried for scsi first. All of these options didn't work. For some reason i can't boot off of either scsi optical drive. I've tried different bootable cds too. Any suggestions?
System specs:
AMD 1800+
Soyo Dragon Plus
Crucial 256 PC2100
TNT2 Pro
ADaptec 2940UW scsi card
Plextor 40x, Plextor 12x burner all on same cable and same channel

Don't forget to set your bios to boot off scsi... (sometimes it is called PCI)

Quite a coincidence, I too am using an HP/plextor 40x scsi reader on a 2940UW, and when installing XP on this machine I booted from the 40x scsi. You first must set SCSI as your first boot device in bios. Then, let it boot past that and when the scsi detection screen pops up press ctrl+a. This will get you to the scsi card setup. Choose the first of the 2 options it gives, then you have a bunch of different options. Go to the one that says something like "configure boot device." From there all you do is enable boot on the scsi ID of the drive you are wanting to boot from.

Hit escape a few times, save changes, and reboot. You should be ready to boot from the SCSI cdrom you chose.
