Check your lease. It's usually written in the lease that you cannot play loud music after 10 pm or so. Chances are they have the same lease. Keep complaining and management will have to act on it since they are breaking the terms of the lease.

Yep, my lease had that written in bold letters, lol.

 
why are you even going up there after the 2nd, third, fourth, umpteenth time? I had a noisy upstairs neighbor who was like Skaaing (sic?) after midnight around on weekends (I had to work on weekends) and had to call the police on them and cite them. They eventually moved. Later a new tenant moved in upstairs with her live in boy friend. It seemed like they were moving furniture at 4am everynight and you could smell some kind of fumes coming out of their door from their 420's or bongs. What was really funny was that during a meeting with the manager and my roommate she even suggested for us to lighten up with some marijuana she had.
 
Get some big speakers, aimed at the ceiling. Pump up the bass. Find some porn with a good soundtrack (lots of moaning, compliments on "equipment", bed thumping, etc). Crank it and have some fun.

Tell them that just because they've moved out of mommy's house doesn't mean they can do whatever they want.

If that fails, there's always the old 'raw bacon under the door'. Disclaimer: Don't do that.

You got the lease/law on your side here. Most leases do have a "quiet time" claus. I know in my complex we can't be loud after 10 PM and before 6 or 7AM I think. It's a written contract, so go with that instead of retaliating and making more noise than them.

We've got the same problem. Noisy people downstairs. They always have a party on saterday nights. they start out at about 8:30 and to till about 10 or 10:30, then they all leave (to the bar I guess) and come back sometime between 2 and 4 am and wake us up. They go till 6 am. I can sleep through it usually, but my wife is a light sleeper. We have complained twice to management, both times she said she'd send a noise complaint letter. I cant believe that we are the only ones complaining, there are units attached on both sides and behind, and us above. On 3 separate occasions we've also gone down to tell them to shut-up. Sometimes it works, other times it doesn't. This past saterday at about 5:45 my wife woke up, i slept through it, but apparently she heard yelling and fighting between male and female, and them a thump and female starting crying yelling "why did you do that" and left, slamming doors. Wife thought the guy hit her, (wouldn't suprise me). If I would have heard it I would of called the cops right away! We havn't called the cops to make a noise complaint yet, but next time it wakes me up I will. My wife won't cause she's a pussy when it comes to stuff like that. Had to call about a car alarm going off all night acouple weeks ago.... think I posted about that.

They did tell me to call the courtesy officer, so that there can be a 3rd party witness when the noise does occur.

I tried doing that, but they'd, like, see him walking to my appartment or something and stop being assholes upstairs. He'd get to my place and go "I don't hear anything... stop making false calls."

This is a case where having your own home is worth its weight in gold. I can thump, play my surround sound as loud as I want and nobody will complain.

You know what, most people deal with it and suffer in silence. They hope some alpha man/woman comes around and takes care of it for them. It's the main reason why people get away with stuff like that.

Call the cops next time. Just document everything and keep your doors locked. Things could get hairy soon, but if you stick with it and show you're serious, you'll win in the long run

 
Wow, sounds exactly like my current situation. What works for me is:

1) Talk to the office(my office threaten to kick them out, and so my neighbors finally contacted me to figure out a solution)

2) BANG REALLY LOUDLY ON THE CEILING... I'm talking so loud that it'll scare them, and do it multiple times. This has also worked well for me.

Calling the courtsey guard, is worthless... if you're going to do that, just go with the police. Our courtsey guard never even returns my calls...

It's stories like this that REALLY make me not miss living in an apartment. I had to deal with a similiar situation in college. It was never resolved by management before I moved out, but I do remember there was a 10pm "curfew" on loud music in the lease.

Good luck to you, I know how frustrating it can be to have someone not respect your space and peace of mind.
 
That's what I was thinking. It can be proven that both vehicles are his since they both have FOR SALE signs on them, and both have the same phone # on them.
 
Is there separate designated parking for residents and vistors? If so, ask the management to sweep the resident parking for registered resident cars (most places make you tell them your license plate #) and to tow the cars of the guy who doesn't belong. If he parks in visitor spots, let them know that his car is there all the time without moving it.

Ask the office to look up the phone number and see if it matches that apartment. Though if he's smart, it's his cell.
 
There is no reserved parking. The way the lots are set up is that anyone can park anywhere. There are only enough spots for residents near the buildings. Usually, it is not a problem since not all the apartments are always occupied (leaving 2 empty spots per vacant apartment), but the building I live in is currently FULL, meaning there are only enough spots.

If the apartments were not full, it would not be a problem.
 
Might be time for the management to start assigning specific spots to specific apartments (numbers or whatever) and designating visitor parking in other places.
