I?m building my first system and got the CPU, heat sink/fan, and memory installed. I wired it up and turned it on?first time, deep breath?no errors (other than the VGA card not installed). All of the case/CPU fans were working fine; however, the PSU fans were not moving. The PSU is supplying power, but I don?t want to fry it.

I did this in a cool room with the case open. I have an Enermax Noisetaker 470W. Does anyone know if it was ?just too cool? for the PSU to ?trigger? the fans? Or, should the PSU fans come on regardless? Thanks much for the assistance.

From Enermax website:

"For All series, 9cm fan (buttom fan) is controlled by power supply itself that rpm varies in relation to the temperature within power supply. If the temperature goes up then the rpm increases, vise versa. It shall not stop spinning at all time once the system powers on. "

if the bottom fan is not spinning on power up, this thing is defective??? Please reply...need to know if I should get a replacement. Thanks.

Not sure if the Noisetaker actually turns off its fans when it gets cold. I haven't seen mine do that, but then again I don't check it every 5 minutes.

There are some PSUs that can completely turn of the fans, but according to your quote from Enermax yours is not one of them. It may still work now while the PSU is not under load, but you should certainly RMA it. It's supposed to spin and under load the PSU could die.

Actually that is normal. I have the same PSU and the 9cm fan does not turn until the PSU starts to warm up.
