Noise when moving mouse

Can anyone solve this

Someone I know is having a problem that whenever he moves the mouse he hears a high pitched whine from inside the case.

This is a Windows XP system on a P4.

Anytime I hear a whine coming from the computer when I move my mouse, it is usually telling me that my machine is going to crash soon.
Something is unstable in the machine. Usually my mouse will stop working after that and I have to reboot.
 
Using my dad's winxp laptop, I hear a clicking noise every time I move the corded optical explorer mouse. I stop moving the mouse and the noise stops. I move it and it clicks clicks clicks rapidly. If I move it faster, the clicks are more rapid. If I slow down, the interval between clicks increases.
 
Just a thought.. Is it possible that the clicking has to do with some mouse option..?
