No video output

A friend of mine went to clean out the inside of this computer with some compressed air and took out a few pieces of hardware to give them more specific attention. Once the interior was entirely clean and everything was plugged back in, he tried to fire up the system and no video displayed. He called me over to have a look and I tried to turn the system on, and still no video. I tried using both his video card and his onboard video, neither displays an image. I even tried using a different video card, and with the new card installed I tried both the card and the onboard, still no video. I removed the graphics card entirely, and nothing displays.

Now, I'm at a loss. My first guess would be that, despite his good intentions, he may have damaged his motherboard (his office has very shaggy carpeting, and that is where he worked on the console) from ESD, because he did not ground himself at all [even while I was working on the system, he was constantly putting his hands in the system and trying to help, even though I was the only one who was grounded). The rest of the system fires up, all the fans start spinning, and I can hear the general system working, but no video displays. I'm thinking of replacing the motherboard and seeing if that is the problem, but thought I'd come here and ask the experts first, before helping him make an investment on a new board.

Try re-seating the memory and clearing the CMOS.
