No video on DVI output?

Ok so I have a Radeon 9600 non pro with DVI and VGA out. I have a new westinghouse 22", and I want to obviously run the monitor through the DVI out, but when I connect it up, it doesn't display anything. The only way I get a display is when I connect it via the VGA cable. In my monitor properties, I can't set the DVI out as my default monitor setup, so I'm not really sure how to change it. The VGA is set as plug n play default, and I can't seem to change it. Probably a really simple solution, but I'm not sure. Thanks.
