No upload lately

I haven't had any upload speed for the past week or so it seems. I've been in many situations where i've wanted to upload, but can't do it. Not sure what the problem is, all the right ports and stuff are open, and i was able to uplaod fine before. My ISP is Cox.

 
you are most certainly able to upload or I dont think your browser would/could have requested the great anandtech. if you are using some kind of fileshare program i have heard of companys blocking certain ports or in cases where people have Optimum online (sp?) they will cap uploads/downloads significantly, but i have never heard of a case where they have stoped all together.
