No Recycle Bin???

Brand new computer, built by a local shop. Well, not so local, 30 minute drive away, so I hope to get an answer without taking it back in.

ABIT kt7Pro, Athlon Tbird 900, 256 RAM, 98se. Beautifully fast, but a few quirks.

No Recycle Bin -- I just discovered, after two weeks with it, that something is awful screwy with the RB. There is no icon on the desktop. In Windows Explorer, there is no icon in the left pane, as usual. There is, however, a directory in the long list of directories, named "Recycled". In it is a huge list of items named "Dc***" -- the *** are numbers from 1 to 182. Apparently every delete goes to that folder and is given a number -- Dc183 will be next. There's no opportunity to call a Restore, or to Empty the Recycle Bin. I can open or run any item in there as if it were just a normal file in a folder.

I have Norton System Works installed, as I have had on several machines, and it shows no sign of a Norton Protected Recycle Bin, either.

That's the most noticeable quirk. There are also occasional freezes of IE5 and the browser I actually use daily, Opera (a plug here for Opera -- it's much better, and just came out with an ad-based free version!!). Overall, I have about 10 times the number of freezes I had with the old machine.

Also, Outlook Express can't load -- it says MSOE.DLL can't be loaded, although I find it in the Outlook Express folder.

I'm guessing this will call for a reinstall of 98se? Any suggestions before I do?
