No pun intended?

A lot of the times I hear it used, people say it as they realize the phrase they are saying could be intended to be a pun. In other words, I disagree that it's always a lie.
 
This thread is worthless without this overused joke:

There was a man who entered a local paper's pun contest. He sent in ten different puns, in the hope that at least one of the puns would win. Unfortunately, no pun in ten did.
