No motherboard Power

Just installed a new PC Chips M841 Motherboard with an AMD Athlon XP 2000+. When I plug in the keyboard the lights come on. The computer will not power up at all, no fans, no lights, nothing. I tried the POWERSW header at every possible orientation on the motherboard and still nothing. I tried multiple power supplies as well as two different heat sinks. What the heck is going on? Is it time to give up and throw everything in the garbage? Thanks. Oh yeah, CMOS is in the default position and yes I have tried clearing the CMOS multiple times.
 
From the manual, it sounds like the correct pins for the case's power switch are pins 2 and 4. The manual I downloaded is in Word97 format and didn't fully convert, so I can't see the picture of the header in question, but I think those pins would be the top two on the righthand row. Try tripping them with a screwdriver tip.
 
Tried tripping em already. No go. I even tested the switch lead on another computer that I am building and It worked fine. Maybe the motherboard is just dead?
 
yeah do what Mech said to see if maybe your case has a bad switch and
if all else fails fire up the board outside of the case just to be sure it is
not shorting out somewhere.
