No display when GPU plugged into monitor

HI guys, this is my first PC build and everything works fine except for the GPU. Here are my specs:

Intel Core i7-4790K
Cooler Master Hyper 212 EVO
MSI Z97 GAMING 5
ADATA XPG V1.0 16GB DDR3-1600
MSI Radeon R9 390 8GB
EVGA 750W G2

Issue: When I plug the HDMI cable from monitor to the motherboard HDMI port (onboard graphics) everything is fine. However, when I take the HDMI out of the motherboard port and plug it into the GPU and try to boot up the PC, I get no display.

Things I've already tried:
1) Under Device Manager > Display Adapters, all I see is the Intel HD Graphics. I thought the issue might be because I have no drivers installed for the R9 390. I tried installing AMD Catalyst software drivers from both the AMD and MSI website but got a "package install failure" both times.
2) Someone told me I have to go into BIOS to change the boot setting so it starts up using the GPU. However, when I press the delete key on my keyboard to try and go into the BIOS, nothing happens and I go straight to Windows. Already tried both wired and wireless keyboards and multiple USB ports.
3) Apparently MSI has a Fast Boot tool that allows me to go into BIOS from Windows. I installed it but when I double click to open it nothing happens.

Please help!

Are you sure the GPU is fully seated into the motherboard, and the proper power cables are plugged into the GPU (a 390 should have 2 power cables from the PSU)? When my GPU is installed the integrated graphics from the mother board output wont work.

Yep I've tried reseating it multiple times and also tried using a different PCI port but got the same result. I have two VGA cables with the 8-pin ends connected to the power supply (EVGA 750W G2) and the other two ends one 8-pin and one 6+2 pin (with the 2 hanging) plugged into the graphics card.

Does the light on your GPU turn on? Also, did you remember to plug the power cables into the card?

(Note: to access the BIOS, just press repeteadly on DEL or F2 at the same time, try pressing reset button while hammering DEL, you'll access it)

Here is the link to the newest motherboard BIOS. http://www.msi.com/product/motherboard/support/Z97-GAMING-5.html#down-bios

Put the BIOS on a USB key and go into BIOS in that section below to flash it. Then select: "Select one file to update BIOS and ME"

You also need to disable iGPU and select your R9 390 (dGPU) as default in the BIOS in a section similar to this one

Does the light on your GPU turn on? Also, did you remember to plug the power cables into the card?

GPU light turns on but the fans do not spin. Card is connected to the PSU (2 8-pins) with an 8-pin and a 6+2 pin (2 hanging) connected to the GPU.

Thanks, finally was able to get into BIOS with my monitor connected to the motherboard. I noticed under Settings\Advanced\Integrated Graphics Configuration, the Initiate Graphic Adapter is already on [PEG] and the only other option is [IGD]. Is there supposed to be another option? Will try updating the BIOS first.
