No Display, No Drive LEDs, No POST Beep

This is an AMD Athlon 64 3200 based PC that we built about 6 months ago and failed today. The PC shut down and will not restart. The POST beep does not come on, the CD, DVD, and FD drives are inoperative and their LEDs do not come on. The Hard Drive LED never blinks; it remains on steady (which is incorrect). The fans come on; the internal MOBO LED is lit. All connectors are properly seated. Any thoughts?

Thanks nbpcusr. I haven't tried another PS yet, mostly because I don't have one that's up to the job.
I was hoping someone would recognize the symptoms I described. Specifically, the fact that the CD, DVD, and FD drives are inop and their LEDs do not illuminate. Yet, there *is* correct +12 VDC and +5 VDC at the Molex connectors.
I wonder if anyone knows what actually turns on the drive LEDs. I always thought that as long as you had the +12 and +5 volts at the Molex connector, the drive LEDs would be lit. Anybody know this? MechBGone perhaps?
