You can get any phone without a contract. I'm assuming you mean low cost? the Lumia 520/521 is pretty low cost.

but the 521 doesnt have a front camera

If you're on AT&T, the Lumia 625 or 920 would be viable options. If you're on T-Mobile, it's a little trickier because neither of those support AWS, which severely limits their usefulness.

The 620 is sub-200 and has a front camera. I like it for a basic handset. No LTE though.

The only real limitation of the 8Gb (assuming you add a card) is app storage. Furthermore apps which e.g. store media in their own pool - like third party podcast players - can only address internal storage. 512Mb RAM is becoming more of an issue these days, but most apps run fine - it's just that sometimes the transitions from app to home can take a while longer than you expect.

I would look for a used 920 on ebay. they typically go for well under 200.00

Yeah, if used is OK then functionally a much better bet. 920's a lot bigger and (especially) heavier than I'd like to carry for a primary phone, but not everyone shares my opinion.

The HTC 8X is selling around the 200 mark unlocked.

If that's the case then it's a better deal for sure in terms of specs. I did find however that I hugely preferred using the 620 as a daily compared to the 8x - had both at the same time, ended up dumping the stronger-spec HTC. But that's probably a personal thing. It just fit in my hand better, held up better to everyday use, and the weaker spec didn't inconvenience me for my WP needs.

hate to have a must have for front cam but its mandatory, otherwise the 512 would be ideal:/

My wife has a 620 - and we got it over the 520 only because of the front camera. She likes it. It's a bit smaller than the 520 but otherwise is the same.

Yeah - My hands aren't that small but I like my first-string phones to be phones that I can dial on one-handed without making any kind of gymnastic effort, not airline food trays.
