No Bootup

Hi, so yesterday my enhance 5140 PSU came in after a week of shipping, and i decided to put it in my p180b case along with my comp which i transferred over from my old case. Running a k8v s754 amd64 3000 with 1gb of ram and a 6600 agp. so once i got all the cables and everything set up, i press the power switch and nothing happens. i waited a little bit then tried again, no luck. So i decided to check the jumpers (i think thats what they are called), trhe colorful wires, Pw switch, pw led, reset sw etc., everything checked out fine. After trying once more and still no boot, i knew it was the PSU. So i took the old one from my other case and tested it. it worked but the weird thing is once i plugged in the AC plug and turned the switch on the PSU on, the comp just turn on automatically, and it took a LONG time to boot up. So my comp is laying sideways on the floor right now, with the PSU laying on top as im typing this wondering if there are any other ways to test, just to be certain if its the PSU. If not i guess i have to RMA. here are a few questions:

1. Should i RMA it through eWIZ or through ENHANCE manufacturer?
2. How do you explain the auto turn on?
3. Is it a must to plug in the 4-pin 12V plug? cause i tried my dads computer without plugging it in and it seemed to work fine. Or does it vary with each motherboard.

This is a good site to learn about diagnosing power supplies. Do you have a multi-meter? It is a most helpful tool.

1. Never had to RMA anything before.
2. Its known to happen. Especially when the computer isn't turned off properly.
3. It depends on the system. Some CPUs require the extra power some don't. You should definitely have it plugged in for yours.
