No Activity When I Hit the Power Button

Just before my power quickly went out and came back on, turning my computer off. Unfortunate now it won't turn back on. It was even connected to a fairly decent surge protector.

The computer gives no response at all when I hit the power. The only clue I have is my ABIT IP-35 Pro motherboard displaying "0.1." on the debug screen. Looking this code up hasn't lead to any definitive answers though. Thank you if you can help me at all.

Reset CMOS?

Also with the PSU unplugged, pull the 24pin connector off the board, unfold a paperclip and stick one end into a green wire, and stick the other end into a black wire. Plug the PSU back in and turn it on. If the PSU turns on then you know it isn't the problem.

The psu started right up. And I reset the CMOS several times. I guess the motherboard is the main culprit then.

Complete Failure on my part. A few weeks ago i found a feature in the bios to make it so you had to enter a password on the keyboard for the computer to start up. It seems the password isn't reset with a CMOS reset but I decided to pull the battery out and suddenly it started working again. That's when it hit me. I put a password on it and I haven't shut it off since so I forgot all about it.
