Why is it that all the other divisions have 5 while the NL central has 6 and the AL west has 4? Is it just the way its been historically or is there some reason for it?

I think it's because the two leagues need to have even numbers of teams (not the same number of teams)

There are 30 teams, but they don't want to have 15 in each league because it creates matchup problems. Interleague play would need to be on every week. Rather than do that they went to 16 NL teams and 14 AL teams so that there are an even number in each league. Personally I think the teams in the NL Central get hosed. They've got a 1:6 chance of winning the division while AL West team get 1:4.

Thats what the wild card is for.

on a side question...do you think an MLB team could be successful in mexico?

Possibly. When the Expos left Montreal and became vagabonds before settling in Washington Monterrey Mexico was one of the cities bidding to get them. It didn't work out, but they still want a team either part time for some games per year or even an expansion team. Of course MLB can't add just one team, they'd need to add 2 at the same time and that is unlikely given the economy. Las Vegas could surely support a team too if it ever comes to that being necessary.
