His point is more about comparing to the hardware in the consoles. If you reused the OS from a previous build (or get the OS free through school like I did), you could probably get something together for $350-400, but that's also before you consider peripherals, where as a console usually has the benefit of coming with the controller and having a console-ready TV in the house already.
