NFR Software

I have a friend that has a NFR version of Windows 2000 Server...Can he use this for his small business and be legit with Microsoft?

Taken from the MS NFR website: "Products purchased through the PUP program are not for commercial use and may not be used to supplant required licensing for product usage in a place of business." While it does not speak about free NFR's, I'm almost certain it holds water in that argument as well. Hope this helps.
