Nforce3-a Based system

System appears to be running fine, running at 250mhz HTT and everything is fine and dandy except that there is this wierd electrical type noise near the processor I keep hearing. This is the first time I've ever heard it and I don't know why it's doing this, it seems to be intermittent.

Find out if it makes the same noise at stock speeds. I've noticed some board/PSU combos make either high pitched or buzzing noises. Also, some boards have buzzing around the coils near the CPU. I don't know if it's that bad for the system, but it's sure irritating.

Would a bad board make a memory error in memtest 86? Because these PC4000 modules, passed 3 times at 250mhz then failed on a paricular memory address on the 4th test. The system is a Sempron 3100+ running at 2.25ghz (250mhz htt). It's unusual because I've had these modules for a while and I don't see how they'd fail at all.
