I'm still trying to figure out why Jacksonville, Florida has a football team, but Los Angeles doesn't and neither does Salt Lake City.
Jacksonville is a larger city than SLC and at least on the surface, was supposed to be a football town in a football state. But as we see, population base isn't necessarily an indicator as their fans don't really support the team whereas you have a small market team in Green Bay where support is rabid. I really think the NFL could succeed in just about any city to be honest -- it is that popular, so I have no clue what Jacksonville's problem is. I mean come on, with the exception of 2 or 3 seasons, the Colts were awful until Manning got here and Indy supported them.
Which brings me to LA. LA's issue, at least from the perspective of us looking on from the outside, is twofold. The lack of a new stadium is really hurting them. The other issue is that fan support seems to be absent. Now, in a city as large as LA, I doubt you'd have trouble filling an 80,000 seat stadium every week, but there just doesn't seem to be enough interest to make a concerted effort to get a team.
Honestly, I do expect that LA will get a team and I would guess it would be the Jaguars. Of all the teams in the league, they seem to be on the shakiest ground (by far). The other team that we might see move is Buffalo, but I don't think it will really happen and if it does, they'll move across the lake to Toronto. All the other teams seem pretty solid in their current locations.
Other cities that would probably successfully host an NFL franchise include San Antonio, Columbus, and possibly a town like Honolulu, though I think that is extremely unlikely.
