Pull the Network card and leave it out for now.
Pull the Video Card then put it back in. Make CERTAIN that it is seated properly.
Pull the RAM chips and put only one in. Make CERTAIN that it is seated properly.

You could also try pull the HDD and FDD and just have the Video and keyboard/mouse plugged in.

If it gets to POST and runs through bios check with just that, then that means that something was not plugged in right.

If it still doesn't post, then you could try pulling the CPU, reseating it, reinstall the CPU Heatsink/FAN and make sure that the FAN is plugged into the CPU FAN power posts on the motherboard.

Hope this helps you!

well ive expierienced this problem before so i did all that. It eventually did post after 20 or so times of powering it on and off. My ram is terrible stuff holding me back tremendously but right now ive got it at 1.7v 11.5/200 for 2.3 ghz. I figure when i get some better ram i can do 2.5 but until then im prolly sol.

Check if there is an updated BIOS available for your mobo. I recently upgraded my 1600+ to a Mobile 2400+, and the (Shuttle AN35N-Ultra) BIOS showed the CPU as "unidentified". I flashed to the latest BIOS and it recognizes the chip as a "Mobile Athlon XP" and even has an option to set the CPU throttling.
