You just need to build a giant EM jamming device that will induce an electric current in the speakers and lock them up.

You'll need to get some welding goggles, a lab coat, and a bunch of hair gel first though.
 
Last time I was there the sound systems were so loud they gave me stomach ache. I think its gotten progressively louder over the years. One day the whole of Notting Hill is going to shake off its foundations and vibrate itself across London, , like an insufficiently secured washing machine moving across the kitchen, till it falls in the river.
 
lol there's a carnival and you complain about noise?

If they were making noise for a private party, I'd just call the police.
