Newly Installed Modem doesnt show up in Device Manager

Hi, Im getting an older PC ready to give to my cousin who has dial-up internet. I found a modem that I used to have and installed it but it doesnt show up in the device manager. Nothing pops up or anything. Its like its not even there. I even tried a different dial-up modem that I know is working fine also and I get the same thing. Even tried different PCI slots and still no go. Thanks for the help!
