newly built desktop won't power on whatsoever

I just built a brand new desktop and I can't get it to power on whatsoever. The power LED turns on when I press the power button and usb devices get power, but no fans start spinning, no HDs turn on, no video shows, and no noises sound from the box.

My motherboard has 2 status LEDs, neither of which go on. Both should be on if Normal, only one or the other should go on if it's a RAM or VIDEO error, and if neither go on then it's an "Abnormal: CPU/Chipset error." Also the fact that no fans or HDs turn on implies it's not a RAM or VGA problem.

So if it's a CPU problem, I'm not sure what I did wrong. It's clearly in the right way as it only fits 1 way plus I matched the triangle edges. I pulled down the lever to lock it in securely, though it was slightly scary to hear a slight crunching sound as I started to pull it down, AFAIK that's normal and it felt solid. I put thermal paste on the cooler properly and the installation went well. CPU fan cable is plugged into the CPU fan header on mobo.

I highly doubt I shorted the motherboard though I suppose it could be possible..not sure how I would tell if that's why. I also have the main ATX 24-pin power connector plugged in securely, and for the CPU-powering ATX connectors..well the motherboard has 8 pins, but says having only 1 4-pin power connector in is possible. I have two 4-pin connectors plugged in securely, should I change to just one?

I don't think it could be the other components.. but the 2 RAM sticks are plugged into the correct 2 slots and secured, VIDEO card is plugged securely in and powered by PCI-E power connector, SATA cables and power are correct..

What should I do?
It seems unlikely that I purchased a bad CPU or motherboard but right now that seems the only conclusion I can make.

Oh and also afaik after asking around using a power supply calculator, the 380W PSU is sufficient, but just to be safe I tried unplugging all USB devices as well as hard drives so I only have CPU/FANS/VIDEO CARD drawing power from the motherboard, and I'm still getting the same problem.

Are the two 4-pin connectors split off of the same set of wires? Some PSUs have a split 8-pin, in the form of a 4+4 pin. If your mobo has an 8-pin ATX12/EPS12V socket, then use both halves of the 4+4 pin together. You can also try to use just one 4-pin, it fits into half of the 8-pin socket.
