Newly assembled computer won't boot

Greetings.

I've encountered some serious issues with my new setup I built for a friend. Mainly it won't start up at all. The fans are spinning, and the proper lights light up, but there's no signal output to the display.

When all ram-sticks are unplugged, the speaker emits the proper sequence of noises, and when I reinstall the RAM, there's no sound from the speaker whatsoever.

We've already the following:

• Installed PCIe-GPU (9800GTX)
• Unplugged all peripherals
• Cleared CMOS
• Tried with alternate PSU
• Uninstalled CPU
• Replaced motherboard (RMA)
• The motherboard comes with onboard-GPU, and we've tried all 3 outputs, yet nothing comes up on display
• Tried with alternate monitor

What would you guys suggest should be the next sensible step? Could it really be that we've had two defective mainboards in a row? Seems highly unlikely.

Not sure what you mean by "the speaker emits the proper sequence of noises". If you're refering to beeps, what is the beep sequence you hear with no RAM installed? The beep sequence (long, short, 1 beep, 2 beeps, 3 beeps, etc.) determines the error.

Try booting with just one stick installed. Test that same stick in each of the four slots. If no boot, repeat test with the second stick. If it'll boot with one stick, go into BIOS and set to default settings.

Install second stick and retest for boot. Be sure the two memory sticks are inserted in either the blue slots or the black slots as one pair of dual-channel memory.

If it still won't boot, and this is the same memory you used on the board you RMA'd, the memory itself may be bad. Try testing with different memory sticks.

That right there is your problem.

That's an FM1 board, with onboard video. However, the onboard video chip is actually on the CPU itself.

And the only FM1 Athlon II X4 chip on the market, has the onboard video disabled.

Voila.

That's why, it doesn't have an IGP enabled in the silicon.

Edit #2: Oh, I missed that you tried a PCI-E GPU. I don't know then.

The fact that the machine does beep without any memory, yet fails to beep with memory installed immediately makes me suspect your memory modules. It is possible that if you bought a 2x4 matched memory kit that the modules could have both come from a defective batch. They could also simply be incompatible - Kingston once had to send me 3 sets of memory modules for a machine before it finally occurred to them that their compatibility list was wrong for the particular motherboard I was working on.

Concerning likelihood of a bad replacement board, it isn't beyond the realm of possibility to get two bad boards in a row -- some sellers (and even manufacturers' support departments, for that matter) are notoriously bad about repackaging customer returns for resale or using them for RMAs without even looking at them much less testing them. Are you sure they didn't send the same board you originally had back to you? I actually had this happen to me once - they never even opened my package (just slapped a return label on it).
