I just talked to someone at Newegg's Refurbishment and Reconditioning campus about what refurbished memory means. He said that their "factory trained technicians go over the memory solder points under high magnification, resoldering when necessary. They also remove each integrated circuit, test in on a special IC tester, then resolder it with 99.9% oxygen free solder so it is better than new." He promised me that this ensures the refurbished memory is BETTER than normal memory. Finally, he told me that on some memory boards there is extra room, so they actually add a little more memory during the refurbishing process as a bonus.
He also told me that Newegg refurbishes a lot of memory for "major manufacturers," but they are under a non-disclosure agreement so they can't say who. But he says that the brands of memory people like so much are so good because Newegg works on them to ensure they are that good.
This sounds very hot!
