Agreed. I bought a used Gigabyte GTX 1660 Super OC 6GB on eBay back in January for $110, but with shipping and tax it was $133.50. Was still a great deal and performs like new. Not quite as convenient as going to a store like NewEgg and picking up one from their virtual shelf vs. spending hours searching on eBay for a deal, though.

I don't know and no, unless the fan was replaced before I got the card. There's no evidence that it is anything other than a fully functional video card.
