Yep. Positive. I also owned a X1800XL, X1800XT, and X1900XT at one time or another so I'm familiar with the different clocks. Even after unlocking the overdrive tab within CC you can only move the memory mhz from 702 to 703 (only have a range of 1 mhz). With ATI Tool the option to set overdrive speeds are set so what I'm seeing is the 3D speed.
For reference comparing this card with a X1900XT 512MB it scored within 100 points of each other. That card also had 700(1400) memory.
I Still think it's a good value. Just if the full X1950XT drops within the same price I would lean towards the other models.
Also, I don't think anyone would be shocked, but the Heatsink material is also aluminum (both sides). The GPU side is painted to simulate copper, the back side has some type of textured coating. As mentioned this is still a good deal for 170AR but it's not in the same quality as a full X1950XT 512MB card, but neither is the price
