newbie video card question - VIVO vs TV

I want to be able to watch TV on my computer. I have a digital set top box. Can I just connect the set top box to a video card with VIVO or do I need a TV tuner card to watch TV on my PC? I don't care about if I need to switch channel with my set top box remote or with the computer. Thanks in advance.

I ust connect cable to my VCR. Than VCR video-out to my radeon.
