Newbie question. What does DVI-out mean?

If I get a video card with DVI-out, does that mean I can play DVDs from my computer onto my TV? I totally don't know what that means.

I believe that DVI is for newer LCD monitors which use a DVI port rather than an SVGA port (like on your normal video card).
 
DVI-out is a means of transmitting a digital video signal to a device such as an LCD. It is generally considered to be better quality than DB-15 (standard analog monitor connection) because LCDs must reconvert the analog signal to digital, and inside the video card the conversion to analog is not required.
