Here is the method I used. Adapt as you see fit
1. Go get yourself some sand paper. Get wet/dry sandpaper meant for metal starting at 400 grit and going as high (go at least to 1600 or 2000) as the store carries. I actually found the local mom & pop hardware store had a better selection than the auto parts store.
2. Take all fans and mounting hardware off the heatsink (if possible)
3. Take a piece of glass or other perfectly flat and non-flexible material (marble would work, wood or metal would not)
4. Make the lowest grit sandpaper you bought stick to the glass with a thin layer of water. Make sure there are no bubbles or high spots.
5. Apply some more water to the sandpaper to lubricate the surface
6. Move the heatsink in a figure 8 pattern on the sandpaper for about 4 minutes, rotating a quarter turn every now and again to give even wear.
7. Repeat steps 4-6 moving up in grit untill you have reached the finest grit you have.
