Newbie OC'er wants some advice

Well I'm a noob OC'er I recently made myself a new rig and I was told it was highly OC'able so I'm looking for some advice. I want to get some performance boost but nothing that will risk components as I'm poor and have no money to replace stuff.

I'm running

AMD 64 3000+ Venice Core
Chaintech VNF4 Ultra Mobo
2x512 KVR DDR 32000
Powercolor ATI x800
PS is a Antec Smart Power 2.0 450 Watt

I'm using a basic HS/fan MASSCOOL 5T319B1H3G 80mm Ball Cooling Fan/Heatsink - Retail

I don't even know what program to use to monitor my system stats. All help is aprechiated ^_^

I also have another Q, I want to know if my ram sohuld be on T1 or T2 I don't even know what they do but I've read there is a performance difference. However, my computer seems to crash on T1. Is my ram suposed to run on T2? If not how should I set it up otherwise?
