Ok my plan is to install php,cgi,and mysql on my server

I did php and cgi and there kickin As*

Now i was wonderng if mysql would work with xitami webserver in windows?
does the server program have to support php?
 
As long as xitami supports something that can connect to mysql or ODBC (you need to get the MySQL ODBC driver seperately I believe) you should have no problem, but yes xitami will have to support php in order to connect to MySQL via PHP.
