newb question regarding orange USB 2.0 "charging ports"

Are those orange, high current USB 2.0 "charging ports" on motherboards also useable for regular USB 2.0 purposes? In other words, are they backwards compatible?

I don't see how they would be. Do they not feed strictly higher current, which regular devices aren't designed for?

Does the device draw as much current as it needs, and nothing more? I'm guessing that's the only way it would work.

Yup. From what I understand, current is pulled, not pushed.
