SEMA have put out a call-to-arms for owners of old Corsicas and other vehicles that frequently have "spinner" hubcaps perpetrated upon them. The State Legislature in New York have introduced a bill to prohibit the sale and use of "hubcaps which contain parts designed to continue moving when the motor vehicle to which they are attached is not moving", with fines ranging from $150 to $750 for repeat offenders. This may be one of the few instances short of a DUI where the fine is greater than the retail price of the vehicle involved. While not agreeing with the principle of the bill, this editor can't really argue with the outcome.

Strange that they specify hubcaps... the heavier spinners in wheels could do more damage.

I hope other states follow.

i've never seen spinner rims. just spinners attached the the hub of the wheel, usually with some sort of spoke appearance.

I think it's funny how all the mental midgets talk about the government "wasting money" when they pass a law they don't like. Huh? Seems like this law would generate revenue.

Here's my problem. I can't stand those d*mn spinners. They annoy me. I hate even speaking or writing the word.

However, if it doesn't cause harm to someone else, we shouldn't be creating laws against things just because we don't like it. I don't care how immoral it may seem to someone else. The only way I could actually agree with this law is if they show statistical significance that spinners cause increase distraction to motorist that results in an increase of wrecks.

In what could be the state's first step in limiting custom wheel and hubcap options for motor-vehicle enthusiasts, New York legislation that would prohibit the sale and use of motor vehicles equipped with spinner hubcaps has been introduced in the New York State Legislature. The bill would subject vehicle owners to fines of up to $750 for a third or subsequent violation. Those convicted of selling spinner hubcaps could be fined $150 for each violation. The measure ignores the fact that Federal law does not prohibit custom wheels and that spinner hubcaps have no proven detrimental effect on motor vehicle safety. Earlier this year, SEMA defeated similar legislation in Iowa and Virginia.

Looks like other states have tried this as well.

I just don't see the logic behind such a law.

I also can find no other source but SEMA.

"My rims never spin to the contrary; you'll find that they are quite stationary."

Sometime last year or the year before there was a lawsuit where someone had claimed that they were involved in an accident because it confused them... couldn't tell if that vehicle was moving or not. I don't have specifics, but I can tell you this, very often it is the rim of a vehicle on a side street that I look at to determine if they are about to pull out ahead of me. It's not a sure-fire way to do it, but to me it's the easiest way. That's all I'm arguing. (Sadly that is required in this particular response)

I like the idea in practice, but from the legal standpoint it is rediculous. What is the justification?

Sorry, but if someone is that stupid, they should march right down to the DMV, hand them their license and tell them they are incapable of driving a motor vehicle.

When they pull up to a stop sign or light it looks like the car is still moving and not actually stopping. People look at the wheels a lot of times to make sure the car is going to stop and it can cause wrecks because the drivers slam on their brakes to prevent a wreck from happening.

I hope this passes in all states. It is very annoying and is not safe.

I was told (second hand, though) that the bearings in spinners are not very good and they have been known to freeze and break off the rim

I saw a Focus with spinning wheel covers once. I laughed so hard I almost crashed.

Maybe thats why they are banning them ;)

Yeah I was trying to think why they're doing this and that's the only reason I can come up with.
