New York a good place to visit in February?

Hey Guys, my girlfriend and I are looking for somewhere to go during our spring break away from University. We'd like to go to New York for a week or so, not sure exactly where. We're looking to spend about 500$ each. Any suggestions on where to stay / go / is this a good idea?

Tons of dirty snow still around. The weather may or may not change for a while, so the city might still have a bunch of ugly black ice.
