Ok, got a new video card coming in the mail. The current video card is an ATI X800GTO2 using the latest ATI video drivers. The new card is an ATI X1950XT.

Can I just pull out the old card, insert the new card and be good to go? Or do I need to uninstall, then reinstall the CCC, drivers and ATI Tool?

Uninstall current.
Reboot to safe mode.
Run ATI Profile with Driver Cleaner Pro.
Shut down.
Install new card.
Reboot to regular Windows.
Install new drivers.
(then reboot again)

Just drop the card in and grab the latest driver from ATI... No need to jump through hoops. If for some reason you run into problems then you might want to go through this whole safe mode, reboot 5 times, and stand on your head method, however, whenever I've had driver install issues they were almost never fixed by uninstalling the old drivers.
